
Uproar Over Jamnagar’s Burning Zone Changes and “Gold-Making” Schemes from Garbage In India, an agriculture-based nation, reducing agricultural land and changing land-use zones to benefit industries has once again triggered controversy. Recent maneuvers by the Jamnagar Area Development Authority (JADA) regarding zone changes, which have not yet received final approval from the state government, have put various questions that is there any one non government person is involved in alleged financial dealings or not? and is there irregular transactions under pressure ?
At the same time, serious concerns have surfaced in Jamnagar regarding the Abellon Clean Energy “Waste to Energy” plant, which was set up to generate electricity from municipal waste. Although heaps of garbage and filth continue to accumulate at the site, no actual power generation or processing is taking place. As a result, residents of surrounding areas are suffering from severe foul odors, pollution, and health issues, with many falling ill. Also aries that is there any energy generated or not? because no audit and inpection report disclosed from any sides.Considering the seriousness of both these sensitive matters, social activist and subject expert Nitin Madam has demanded strict legal action up to the Chief Minister’s Office (CMO).
The JMC invested approximately ₹80 crore and allotted 17 acres of land for the Goodwat Waste to Energy Plant.Soon after operations began, numerous complaints of foul smell and unhygienic conditions were raised. Instead of resolving the odor and pollution issues, the plant was shut down, and company officials left the site.
Since the JMC does not have an alternative solid-waste dumping site authorized by the Gujarat Pollution Control Board (GPCB), thousands of tons of garbage once again began accumulating in the Gulabnagar area, creating massive sanitation problems.
Although the Abellon plant was later reopened, the company has submitted a written statement stating that it will not process waste and not generate energy,too. In view of this, a serious representation has been made demanding
initiation of legal proceedings
imposition of penalties action for violation of contractual conditions and that the Municipal Corporation file cases against the company.
On the other hand, instead of promoting agriculture and greenery, the Jamnagar Area Development Authority (JADA)—which had already faced setbacks over zoning issues in 2023—has once again sent multiple proposals to the government to convert agricultural zones into industrial zones. Amid strong suspicions of financial transactions and vested interests, one such proposal concerning Kansumra village has reached the stage of a preliminary public notification for objections and suggestions. However, since the state government has not taken a final decision, land brokers and interested parties are now worried, as their stakes remain uncertain.
Violation of Government Circular and Demand for Cancellation
The core issue highlighted is that, as per the 2016 Government Circular, JADA has constituted a District Planning Committee, which is mandatory.Therefore, a strong demand has been made to take action on this serious procedural violation,not consider or approve any zone-change proposals until compliance is ensured
and bring this issue directly to the Chief Minister’s attention
At present, the Kansumra-related zone-change process has been halted, but expert Nitin Madam has emphasized that it is essential to completely cancel and revoke all such zoning procedures, not merely pause them.
